Centre reiterates autonomy plan for more edu institutes
After IIMs get power to award degrees,
govt encourages other institutes to grab the opportunity
A
day after the Union Cabinet gave a nod to the Bill granting complete autonomy
to Indian Institutes of Management (IIMs), Human Resource Development (HRD)
Minister Prakash Javadekar hinted that the government plans to give autonomy to
more institutes in the future, completely ending government interference in
educational institutes that perform well.
Calling
the IIM Bill 2017 “a milestone”, the minister said, “This should be seen as a
ray of hope by other institutions also and they should be encouraged to perform
better if they want to be free from government interference and enjoy
autonomy.”
The
minister had earlier also hinted at giving autonomy to institutes based on
their rankings accessed by their performance. Institutes that perform well will
be given complete autonomy, the ones that are average performers would be given
half autonomy and fifty per cent control will be by the government, and the
ones that are bad performers will have a 90 per cent say of the government,
Javadekar had said earlier while speaking at the FICCI Higher Education summit
in Delhi.
“We
trust and we want to free the institutes of excellence from government’s
control and micromanagement. This autonomy (autonomy to IIMs) has been granted
with a purpose to enhance the institutes’ capability. Innovation and
creativeness of young people is what we want to promote. Innovation comes with
young minds working freely,” Javadekar said.
The
minister further added that the government will continue to fund IIMs, despite
them being autonomous institutes now. More funding will be given to new IIMs,
especially for the next 6-7 years, so that these institutes can also establish
themselves like the older ones.
“There
has been a notion so far that if government is funding institutions they have
the right to interfere in their functioning. We want to change that notion. If
an institute is doing well, we will grant it permission to run in an autonomous
mode, especially the ones involved in research” he added.
The
Union Cabinet on Tuesday passed the IIM Bill granting autonomy to IIMs, which
gives them power to award degrees instead of diplomas, and have a greater say
in their functioning.
