States to be ranked on social indices

Aayog will start ranking States on outcomes in social sectors such as
healthcare, water and education from next month, its Chief Executive Officer,
Amitabh Kant, said here on Saturday.
“If
39 per cent of the population is stunted and nutrition is poor, you can’t move
up the ladder and will lose the advantage of a young demographic,” Mr. Kant
said at a meeting with the Chief Secretaries, stressing that India needed to
improve on its education and health outcomes.
The
Centre’s think tank is finalising new indices to track the States’ performance
on parameters pertaining to education, water and health sectors.
“We
have made the States compete with each on the ease of doing business. This
year, we are going to start this competition in other spheres. In another
month’s time, we will make the States compete on indices for these sectors,”
Mr. Kant said.
“India
has done a lot on access to education, but quality of education is extremely
poor. Our Class V student is not able to do addition and subtraction. Our Class
II students can’t read their mother tongue,” he said. “We are not looking at
where States are at present, but are saying that the change you bring in one
year’s time will determine where you rank. And every State will have access to
real-time data on a portal to evaluate themselves.”
