Important Features of Guidelines
·
The
heads of engineering, management and other technical institutes in Maharashtra
will have to ensure that adequate insurance cover, including accident and life
cover, is provided to every student and faculty participating in educational
and study tours, field visits, industrial visits, and excursions at the
institution’s cost.
·
“The
safety of students in and outside campuses of technical institutions is a
matter of paramount importance. It should be the prime concern of educational
administrators across the country to ensure that students are safeguarded
against attacks, threats and accidents, both man-made and natural.
·
ln
the event of non-compliance of the student safety guidelines, the Council can
take appropriate action after ascertaining the facts. lt will be the
responsibility of the institute head to provide all necessary help to students
in case of emergency situations.
·
While
the institute head will need to ensure and certify that the tour undertaken is
required for the benefit of students or is related to the curriculum, he or she
will also have to ensure that written permission of one of the parents or the
local guardian is obtained for each student wanting to participate in such
tours.
·
Students
will also have to submit an undertaking stating that they would abide by the
rules and guidelines throughout such tours.
·
A
recognised medical practitioner will need to give a medical fitness certificate
to every participating student.
·
According
to the new guidelines, the accompanying faculty should be aware of the health
condition of each student in order to decide whether a student should or should
not be allowed to take part in a particular activity based on their health
condition.
·
The
faculty will also be made responsible for arranging medical assistance for any
sick student.
·
A
woman faculty member will have to accompany if there are girl students in such
tours.
·
The
institute head will also have to make sure that the list of the students
participating in such tours must be countersigned by accompanying faculty with
the undertaking that he or she would be liable for disciplinary action if it is
found that the safety of the students was compromised during the tour.
·
“The
head of the institution may arrange training programmes on leadership and basic
life support and first aid for the faculty participating in such tours. A
briefing session may also be organised before the tour to inform the students
and the accompanying faculty about the details of the tour, rules and
regulations to be followed during the tour.
·
An
orientation in the areas of team-spirit, discipline, manners and behavior,
geographical knowledge of the area tobe visited and safety measures to be
followed may also be provided to the students and members of the faculty
accompanying them,” the circular stipulates.
