The
Madras High Court, on Monday, directed the State government to “upgrade and
maintain” the Anna Library at Kotturpuram as per the recommendations of a
two-member committee it set up in July.
“..we
have no hesitation in directing the authorities to implement all
recommendations as aforesaid in a time-bound manner. This could require
the government to prepare a schedule for carrying out necessary work and to
submit a compliance report to the court from time to time,” the First Bench
headed by Chief Justice Sanjay Kishan Kaul said in its order. The
judgment draws to a close a protracted legal battle in the High Court over the
showpiece library built during the previous DMK regime. In 2011, the library
ran into a controversy after the AIADMK government decided to convert the building
into a paediatric hospital and shift the library to the DPI complex.
“We
have perused the report of the two-member commission and the photographs
submitted with it. We really appreciate the work done by the commission in
submitting an exhaustive report for all aspects of deficiency. We may note that
the problem is not so aggravated as we initially perceived, but it is the case
of lack of regular maintenance and upgradation, a task not difficult for the
government to perform,” the order said.
