UGC circular to universities: Make NCC elective subject

Earlier, the course was introduced by the UGC on a pilot basis in 30 universities after receiving a proposal from NCC in this regard.

A circular has been issued by the University Grants Commission (UGC) to all the affiliated universities directing to offer the National Cadet Corps (NCC) training course as an elective subject.

The official notification says, "The Ministry of Human Resource Development, as part of discussion in the JSR&D conference held on July 30, 2015 has decided to implement NCC as an elective subject to be taken up by all universities.''

According to a Deccan Chronicle report, this elective course would impart strategic, military and policy-based education to students, helping them choose a career in defense services. Apart from the regular training, the cadets will be trained in personality development and communication skills.

What does the circular say?

In a circular to vice-chancellors of all the universities, UGC Secretary Jaspal S Sandhu said, "Ministry of Human Resource Development has decided to implement NCC as an elective subject in all universities. You are, therefore, requested that you may implement the NCC as an elective subject in your university for the benefit of the students."

"In rural colleges, students are more willing to join the NCC. But, the NCC would not give any additional units citing the lack of funds. Many self-financing colleges did not have a single unit," a college principal said. "These colleges also need NCC units. But, the ministry should ensure the adequate funding for these units," he added.

This move has brought some mixed reactions as on one hand, some principals from the city colleges feel that it will bring discipline among the students but on the other, many feel that funding is a major problem for starting new NCC units.

About NCC:

The National Cadet Corps is the Indian military cadet corps with its headquarters at New Delhi, India. It is open to school and college students on a voluntary basis. It is a tri-services organisation, comprising the army, navy and air force, engaged in grooming the youth of the country into disciplined and patriotic citizens.
