Maharashtra wants to regulate self-financing universities, fees


In a bid to regulate admission and fee structure of self-financed universities in Maharashtra, the state government has proposed to bring them under the ambit of the Maharashtra Public Universities Act, 2016.

As many as 13 universities in Maharashtra were granted status of self-financed universities vide notification issued on May 29, 2013.

The state government had received complaints that these universities were not following the procedures laid down by the government in the guidelines and were charging astronomical fees.
"When the MIT College of Engineering was affiliated to the Pune University, their engineering course fee was Rs 1.4 lakh. But it was increased to Rs 2.6 lakh as soon as they were granted the status," said Ravindra Waikar, Minister of State for Higher and Technical Education.

Waikar has written to the Chancellor and state governor C Vidyasagar Rao pointing it to him that this was nothing but exploitation by the management.

Rahul Karad, Executive Director of MIT World Peace University, Pune, said that their self-financed universities have been functioning as per the guidelines given by the government. "We have to compete with the world-class universities for which we need to provide a certain quality of education and infrastructure. Everything comes with the cost. We have to increase the fees to recover our expenses," Karad said.

Waikar told DNA that this was not an isolated case, and several irregularities had come to his notice, including teaching standards and inadequate qualifications of the teaching staff among other things.
"Just the admission forms are sold at Rs 2,000 to Rs 3,000. You can imagine how they must be exploiting the students," said Waikar.

In his letter to the Chancellor, Waikar has suggested that these universities be inspected regularly by appointing a local enquiry committee or by an independent agency.

"I have requested him to bring all these self-financed universities under the Maharashtra Public 
Universities Act 2016, so that their admission process and the fee structure could be regulated," he said.

"We need to bring transparency in the admission process as well. These varsities should be brought under the purview of Admission Control Authority," Waikar said.
