MCA: Revamps Company Secretary (CS) course structure



Drops Foundation Program, introduces CSEET

MCA amends Company Secretaries Regulations, 1982, revamps the Company Secretaryship Course structure, states that the Course shall have 2 programmes, viz.

(i) Executive Programme and

(ii) Professional Programme,

One of the eligibility criteria for enrolment in the Executive Programme will be passing the CS Executive Entrance Test (CSEET) conducted by ICSI, in place of the Foundation Programme;
Introduces Secretarial Executive Certificate, which may be awarded by the ICSI, to a student who has

(i) passed the Executive Programme,

(ii) completed Executive Development Programme and practical training, and

(iii) submitted an application for issuance of such Certificate, which once awarded, will entitle the student to use the description 

“ICSI - Secretarial Executive”; Amends the practical experience and training requirements, and states that a student shall complete – 

(i) Executive Development Programme (EDP) for 1 month duration after passing of Executive Programme examination,

(ii) practical training for 21 months after completion of Executive Development Programme on whole time basis, and

(iii) a Corporate Leadership Development Programme (CLDP) for 30-60 days after passing the Professional Programme Examination; Extends an exhaustive definition of ‘misconduct’ to registered students or candidates enrolled for any examination conducted by the ICSI as well as to any candidate undergoing training, in addition to Fellow and Associate members of ICSI; Scraps the extant Professional Development Committee, and requires the Institute to constitute a Secretarial Standards Committee, Auditing Standards Committee, and an Academic Committee, and lays down their respective functions, new Regulations to be enforced w.e.f. February 3, 2020: MCA
