UGC - Guidelines on Determination of a Uniform Span Period within which a Student may be allowed to qualify for Degree dated 16th October 2015

Analysis of UGC Guidelines

Now, two-year grace period across all univs?

Guidelines Apply For PG Courses too

Undergraduate and postgraduate students across the country will now get a two-year grace period beyond the scheduled duration of their degree programmes to clear their backlog papers.

The University Grants Commission (UGC) has issued guidelines to this effect to bring uniformity over the grace period across universities. Universities and higher education institutions are expected not to set varying time spans for students to complete their degree studies after the regulation period is over.

The guidelines provide that a student pursuing a three-year undergraduate programme or a four or five-year professional course such as en gineering, medical or integrated law degree would be given two more years to clear the backlog papers. Similarly, students at the postgraduate level will also be given two years to clear their backlog papers.

In a letter to vicechancellors of all universities, UGC secretary Jaspal S Sandhu has asked authorities to pursue and adopt these guidelines. The guidelines were formulated after the UGC constituted an experts' committee to determine a uniform time period for completion of degrees. The uniformity was also needed in view of the reforms like choice-based credit system.

“The guidelines are a good step towards maintaining uniformity in standards. However, we will have to see how universities respond to them,“ Ravi Bharadwaj, education and legal consultant, told TOI.

He said the guidelines are subject to regulations of statutory bodies and universities governing grant of degrees and may merely be recommendatory in nature.
