UGC to lose financial autonomy @ Higher Education Financing Agency (HEFA)

Just a week after Human Resources Development Minister Prakash Javadekar talked of mega reforms to give more autonomy to the institutions of higher education, his ministry has quietly moved to usurp the financial autonomy enjoyed by the University Grants Commission (UGC) since its inception four decades ago as India’s higher education watchdog.

The major responsibility of the UGC was to disburse and allocate funds to the universities and keep tab on them to punish those violating the UGC Act. The ministry has, however, proposed constitution of the Higher Education Financing Agency (HEFA) that will eventually take over the UGC”s financial powers of funding the higher educational institutions, including IITs and IIMs.

The ministry sources said the UGC Act will have to be amended to transfer its financial powers to HEFA.
