Educational Trusts Seeking Minority Status Must Register As NGOs With NITI Aayog, Says Govt
Any institution, after obtaining the
minority status certificate, can admit the students from its community.
Every
educational trust or society that seeks minority status now muct register
themselves with the NITI Aayog as an NGO.
The
new rule, which was introduced on March 1, by the National Commission for
Minority Educational Institutions (NCMEI) says "all petitioners will have
to submit unique ID as given by the NITI Aayog portal NGO Darpan regardless of
whether they are seeking government aid or not," reported The
Telegraph.
Any
institution, after obtaining the minority
status certificate, can admit the students from its community. Neither the
policy of reservation on admission can be enforced by the State nor any quota
or percentage of admissions can be carved out to be appropriate by the State in
a minority education institution.
While
a previous chariman of the commission termed the notice "unconstitutional"
while talking to the paper, many think that this would discourage the
minorities from setting up institutions.
"If
a minority institution is not taking any funds from the central or state
governments, there is no need to seek any unique ID of the Niti Aayog,"
the former chairman of NCMEI was quoted as saying to the paper.
Since
its inception in 2004, the minority education commission has awarded minority
status certificates to nearly 13,000 institutions in the country. However, till
now, the commission had not asked any applicant to register with Darpan, the
report added.
Article 30 of the
Constitution clearly states that "all minorities, whether based
on religion or language, shall have the right to establish and administer
educational institutions of their choice".
