Higher education in India needs to be rescued from statist and
political high-handedness
Indian education system was always
hag-ridden by bureaucracy, chiefly in financial and procedural matters. In
recent years, however, actual teaching and research has come under increasing
control. Appointments are guided by an ‘Academic Performance Index’ so inept as
to persistently eliminate the best candidates in favour of mediocrities playing
the system. Stipends and scholarships from the human resources development
(HRD) ministry are delayed by months. The UGC has imposed a standard mandatory
curriculum on all universities.
