All departments, institutions and
colleges affiliated to Mumbai University as well as all other universities have
to set up a grievance cell in the next three months that will resolve students’
complaints within 15 days.
It makes it mandatory for a grievance
redressal cell to be constituted at the department level, college level,
institutional level when there are multiple colleges on campus and the
university level. These cells will comprise experts from the institutes and
elsewhere. Currently, universities have a single student redressal cell.
“When we speak to students, we
realise there is a redressal mechanism for teaching and non-teaching staff, but
not for students. With these cells, students’ complaints can be heard and
resolved at the college level itself. We will be the first state to appoint a
Lokpal for students.
The mechanism will be ready for the
next academic year,” said Tawde.
The statute has also listed 15 types
of complaints which may be put forth. Among the issues identified as grievances
are giving admissions contrary to merit, irregularity in admissions, demand
money in excess, breach of policy for reservation, insisting on documents which
are not mandatory , complaints of discrimination, failure to provide student
amenities, unfair evaluation etc.
According to the statue, the
university must appoint an Ombudsperson to hear and decide appeals against the
decisions of the institutional grievance redressal cell or the university
grievance redressal cell.
Universities and colleges will have
three months to set up an online portal where any aggrieved student may submit
an application seeking grievance redressal.
