NEW DELHI: Draft model guidelines for safety of children in schools made public by the ministry of human resource development (MHRD) has recommended fines up to a maximum of 5% of total revenues of schools in case of non-compliance with preventive measures.
It has also proposed that in case of non-compliance by private schools government should take over the management until the school complies with the safety measures specified in child rights body NCPCR’s manual.
The ministry in consultation with the National Commission for Protection of Child Rights (NCPCR) has prepared and made public the draft guidelines.
The draft model guidelines advocated a two pronged approach – responsibilities of school management towards ensuring safety and security of children in schools and functions of school management committee/parent teachers association with respect to safety and security of children.
The guidelines suggest punitive measures for both government and private schools in case of non-compliance of preventive measures, which include a fine of 1% of the total revenues generated in the preceding years for first time violators to be followed up with 3% and 5% for second and third violations.
