India 92 in education among 142

India ranks 92 in education among 142 countries that have been assessed in numerous sectors,the Legatum Prosperity Index 2015 stated.

The country, though, is nowhere near the top 10 countries when it comes to economy, entrepreneurship and opportunity, governance, education, health, safety and security, personal freedom and social capital. As per the Legatum Prosperity Index 2015, India ranks 99 in these sectors.

Education is an essential thing for developing any country. Many other countries are surging ahead such as Malaysia 51, Sri Lanka 59, and Philippines 76 etc.

The Legatum Prosperity Index is an annual ranking, developed by the Legatum Institute, of 142 countries. The ranking is based on a variety of factors including wealth, economic growth, education, health, personal well-being, and quality of life.

Encyclopaedia Britannica to come up with a Digital Library

Mr Sarvesh Shrivastava has been the Managing Director (MD) of Encyclopaedia Britannica (South Asia) since 2012. He comes with a vast experience of over 25 years in the education and training. In this conversation, Mr Shrivastava imparts his rich knowledge and also informs about the exciting new digital library by Encyclopaedia Britannica.

Tell us about your journey to this position.

I have been involved with education since 2003. Earlier, I was associated with NIIT before joining Encyclopaedia Britannica. I joined this organisation for a cause which was to find out how it can help in being the solution for India's educational system. And the basis for that is when I was growing up, my family could not afford a set of Encyclopaedia Britannica. Similarly, all the good reference titles were too expensive to purchase. Even libraries would keep them in locked cabinets and they were not meant for circulation. With the journey of Encyclopaedia Britannica converting its material to digital form, we can now provide resources that are renowned and trusted globally. And because they are available in digital form, they can be made available to learners too. Today, inclusion is very important because 70 per cent of India's population still resides outside metropolitan cities.

What advice would you give to people who are passionate about working in this sector?

Firstly, Indian education sector is an exciting place to be in right now. It is one sector where you can be assured of a healthy growth for the next 40 years. It's also a place undergoing transformation. We have several challenges, both in terms of human and physical infrastructure. However, these are conditions ripe for innovation and opportunity for people who like challenges. There's a lot that can be done. For example, ideas on how to overcome the shortage of teachers which is acute at the moment. We also have a shortage in availability and access to classrooms specially in the remote areas of India. The third important thing in terms of learning, is the emphasis on enquiry based learning. You cannot restrict learning to just what is available in a textbook. In a nutshell, if we have to address these challenges comprehensively, we must think out of the box. This, in turn, creates an opportunity for people to get involved with education and finding solutions to the current problems comprehensively.

What skill set does one require to be a part of the education sector and in forwarding it?

One of the best things about education is that all of us who can make a difference have gone through the education system ourselves. We have faced the problems and we can all contribute, whether you are in the education industry or not. All of us can contribute.

Would you like to share your success mantra for our readers?

I think one should always be critically questioning things. Finding an innovative solution to a problem will always begin with a critical question and asking the right critical question is what is required. At the same time, one has to be passionate about anything they do. When something is driven out of passion and a sense of purpose, it is no longer in the realm of a job that has to be done. It becomes something that you have to accomplish substantially without taking any shortcuts.

As far as Indian education is concerned because we are at a stage where it needs transformation, I am reminded of Tagore's words, 'Be ready to walk alone'. So whatever we may have accepted as the status quo in education, if that needs to be changed, be ready to walk alone. It may take time if the convictions are right for innovative thinking otherwise the challenges are humongous.

You spoke about how the education sector in India is growing. Where do you see it going and what do you think it will achieve in the near future?

There are various aspects to it. The term we generally use is ICTE in education. The T stands for availability of good teachers, the C stands for availability of good content and for me the I stands for availability of good infrastructure. Unless, all three are not addressed a good solution is unreachable.

Holding such a prominent position in Encyclopaedia Britannica, where would you like to take the company from here?

Encyclopaedia Britannica in India and South Asia, we are focussing on finding solutions that effectively overcome the current challenges of access to trustworthy, age-appropriate and safe content both for teachers and students. The reason being the internet has so much content today that it can become an information overload for a kid where the kid does not know what is right or wrong. For education the trustworthiness and age appropriateness of the content is essential.

We are also focussing on developing and offering solutions that teachers can use in classrooms for explaining and discussing concepts in close as well as offering solutions that offer collaborative learning.

Do you see any difference between what Encyclopaedia Britannica was and now is or is it the same vision?

If you look at the very essence of why we came into being 50 years back was to offer trustworthy content. We also focussed on age appropriateness and we wish to stick to those values in whatever we are doing. But more importantly, i would like to highlight what is happening where the textbook itself is concerned. We see a transformation taking place in the textbook in print form. In its digital avatar, the textbook will be a launching pad for knowledge and rich content which will take the learner on a journey beyond what the textbook provides.

Tell us about the e-library and its purpose.

E-library concept aims to remove the four walls that a library is confined to. No more locked cabinets or waiting for a copy of a title you are interested in. The digital copy is available to any number of readers so the constraint of a physical copy does not apply. More importantly, our main is that the library should become an integral part of the classroom. Today, students have to do projects and assignments which the teacher can now easily give knowing that titles are available within the digital library and accessible to all children in the classroom. Similarly, topics can be discussed within the classroom from what is available in the library. So the rich content a library offers which till now was restricted to four walls is now available across classrooms and mobile devices. The equity of access to knowledge is an important advantage that the digital library provides.

Do you think e-learning could take over traditional learning methods in classrooms?

That is already happening. However, e-learning is happening more in the offline mode which means it is available in the classroom. Publishers including ourselves make content available on CDs or DVDS but there is only so much you can put on a CD. The primary purpose of the e-library is to remove these constraints. So, you have a book, you like a book, you makes notes in it and highlight it and you can retain that either online or offline and it is available to you at any time.

What do you think is the biggest difference between e-books and tangible books?

If you look at global trends, e-books are on a rise as compared to books in print form. I see more of that in India when connectivity improves. Thankfully mobile penetration is showing great progress of how we can take such solutions to the market. I see e-books becoming increasingly important in our daily life.

Will the e-library be available only to the school librarians or would the common masses be able to have the access to it?

Our solution is currently available to schools and can be made available to the public via the National E-library initiative that our honourable HRD Minister has announced. I think the initiative is very important because we have to bring back the importance of a library in the society. If we compare the importance we give to a library currently in India and in other countries, we need to make it a daily part of our lives.

India is turning to digitization in a large manner. How effective do you think that the e-library will be?

Schools can now look at affordably increasing their collection without worrying about the number copies, So overall it is a very cost-effective solution. Similarly when the national e-library initiative is underway then we can easily combine the two and that is what is happening across the world.  It will provide access to knowledge which has been curated and it is extremely important because it makes your search much easier so you are able to focus on research. All learners will benefit from this initiative.

What is your vision for the e-library?

We are currently focussing on CBSE and ICSE schools. Parallelly we are offering the solution to various state governments for possible introduction in state funded schools. My vision is to figure out how to make the library part of our daily life. And I would like to see it at par with other parts of the world.

Major changes have been proposed by a high-powered panel for IIT entrance exams including setting up of National Testing Service (NTS) that would hold aptitude tests to shortlist four lakh students for Joint Entrance Examination (JEE).
The recommendations of the Committee of Eminent Persons (CEP), headed by Prof Ashok Misra, were submitted to the Human Resource Development Ministry earlier this week and are aimed at weaning away IIT aspirants from the dependence on coaching institutes. The Ministry has decided to put the recommendations of the committee in public domain for wider consultations while the JEE 2016 will be conducted in the same manner as 2015, with an enhanced intake from 1.5 lakh to two lakh into the JEE (Advanced) stage. The CEP has also suggested that changes in the structure of JEE shall be effected from 2017 onwards.

Committee of Eminent Persons (CEP) Constituted by the IIT council submits its report to the Government

The Committee of Eminent Persons (CEP) constituted by the IIT Council under the Chairmanship of Prof Ashok Misra submitted its report to the Government of India on 5th November 2015. The Committee made the following recommendations:

1. Major changes in the structure of JEE shall be effected from 2017 onwards:

A National Testing Service shall be set up by early 2016, mandated to conduct an Aptitude Test, which should test the scientific aptitude and innovative thinking ability. The Aptitude test may be offered 2 or more times in a year and would be an online test. The testing shall test the scientific thinking and cannot be gamed through coaching.

• Based on this performance, about 4 lakh candidates shall be short-listedfor taking the JEE.

• The JEE itself will be on the lines of the current JEE (Advanced) and designed to test the knowledge in Physics, Chemistry and Mathematics; and will be conducted by the IITs.

• From this, ranks will be issued to 40,000+ students who can seek admission in IITs and NITs based on a common counselling.

• The IITs be requested to set up a system for developing mock JEE examinations which will help students prepare for the JEE significantly and wean them away from the coaching industry. The possibility of using the MOOCS platform can also be explored.

• MHRD may take measures for the improvement of school education and the method of examination of the Boards, so that students with the Science aptitude are well prepared in the concepts by the time they reach 12th grade, without dependence on coaching institutions.

2. Till such time, that is for 2016 and 2017, the practice of two tier JEE examination shall be continued.

• The top 200,000 students from JEE (Main) shall be allowed to appear in JEE (Advanced).

• More than 40,000 ranks will be issued in JEE (Advanced) for developing a better system for selection of candidates.

• Joint counselling for IITs and NITs shall be continued as was done last year.

3. Board marks shall not to be counted for giving rankings this year for NITs, CFTIs etc.

The Government has decided to place the recommendations of the Report in the public domain for widespread consultation with the stakeholders.

Since this process would take some time, it was decided that the JEE 2016 shall be conducted in the same manner as 2015, with an enhanced intake from 1.5 lakh to two lakh into the JEE (Advanced) stage. The weightage given to Board marks in JEE (Main) would continue for the year 2016.

What Knowledge Management Needs Today



Knowledge management (KM) platforms need to embrace employees' use of mobile devices and give employees several ways to find the information they want and to share it with each other, some KM experts recommend.
New KM systems embrace employee access through smartphones and tablets, and they allow employees to share data and access information and training through a variety of methods, including e-learning and connecting with internal experts, KM experts said this week at the KMWorld conference in Washington, D.C.

Access Anytime, Anywhere 

Employees "want to access their information anywhere, anytime," said Dianne Berry, senior vice president of market strategy at enterprise search vendor Coveo. "The difficult thing about that is, it's not just their information. It’s information about your company and information outside your company."
KM can be a balancing act between capturing institutional knowledge and sharing the right information with the right employees at the right time, Berry said.  Companies want "sales insight, marketing insight, services insight, product insight, risk insight," she said. "It's all important."

But relevance is also important, she said. Employees don't need a fire hose of information, but they need to find specific information to help with specific needs.
Companies want to capture internal knowledge, but "what's important is relevance," she said. "Relevance is the new currency in business today."
In a digital workplace, "we need to connect everybody with everything, but only as it's relevant to their context," she added.

Employees Need Options 

Companies setting up KM platforms should give employees plenty of options, said Kathy Bries, senior director of learning at Cisco Systems. Cisco's internal knowledge sharing and training platform, which the company rolled out as an external product earlier this year, embraces mobile access and features traditional instructor-led classes, on-demand e-learning, and personalized training.
The platform also focuses on identifying internal experts and connecting their expertise with other employees, she said.  When retraining employees, "you need to be able to spot who are the big influencers out there," Bries added.
Cisco's knowledge sharing and learning platform also includes a social media element, she said. "It's almost like a virtual water cooler," she added.

Integrating the Front Line 

For many companies, a big problem is capturing knowledge from front-line employees who interact with customers, said Phil Verghis, CEO and co-founder of Klever, a company providing knowledge management and knowledge sharing tools, training and coaching.
Verghis used tech support as an example. The overworked, often-yelled-at tech support employees often know best about customer attitudes, but at many companies, tech support knowledge isn’t shared as widely as it should be, he said.
And in cases where products like software are changing frequently, companies need to do better at capturing tech support knowledge in real time and allowing employees to add to that knowledge, he said.
A central question in KM is what employees can do to make the information better, he said. "Every time somebody sees a piece of information, how do they make it better for the next person?" he said. "It's not just about finding a document, it's what you do with it."

Eight ways to clean a digital library


Scientists have a surfeit of options to choose from in the competitive market of reference-management software.

Adam Rocker didn't expect the software that managed his digital reference library to flag up better ways he could be doing his research. But his electronic filing system of choice, ReadCube, periodically scans his library and suggests related papers, rather as some music-file-management programs highlight recommended tunes. And that feature, he says, has brought up some unexpected gems.

As a graduate student, Rocker, who is now studying medicine at the University of Ottawa, was researching bacterial infections in zebrafish. ReadCube highlighted a paper that described a way to entrap the fish using microfluidics -- a field whose literature he would not normally read -- that was much easier than his own method. Being alerted to the research was "really rewarding”, Rocker says, although he was ultimately too invested in his own project to adopt the alternative approach.

As Rocker discovered, today's reference-management tools go above and beyond simple electronic filing. Rather like a Swiss-army knife, each tool now appeals to customers by offering an ever-evolving set of extra features.
This article focuses on eight tools -- colwiz, EndNote, F1000Workspace, Mendeley, Papers, ReadCube, RefME and Zotero -- all competing in the reference-management market (see 'Reference-management software' or download this Excel spreadsheet for a fuller comparison of the software ). Some excel at streamlining the process of browsing and building literature libraries, whereas others focus on creating bibliographies, aiding collaboration through the use of shared workspaces or recommending papers. (One, ReadCube, is owned by Digital Science, a firm operated by the Holtzbrinck Publishing Group, which also has a share in Nature's publisher.)

Each tool exists to help researchers to tame the digital flotsam and jetsam of scattered, downloaded PDFs. Most scientists can relate to that problem: as they grab PDFs from journal websites -- where they are often assigned impenetrable alphanumeric codes as filenames -- and dump them into any convenient folder, chaos can quickly take hold, with multiple copies of files spread across hard disks.

"In science, or at least in my experience, we tend to end up with a folder in the desktop with 3,000 really weirdly named PDF files, which we can never find when we need them,” says Raúl Delgado-Morales, a neuroscientist at the Bellvitge Biomedical Research Institute in Barcelona, Spain.
Reference-management tools address that confusion by indexing a hard disk. Typically, the process of dragging and dropping a PDF into an application window triggers the software to try to identify it using the DOI or title, and to retrieve relevant metadata (such as title, keyword and author names) from online servers.

Researchers can also assign software to monitor specific folders into which they drop their files. They can then find PDFs through a simple search for author name, keyword or, in some cases, their own notes. Delgado-Morales solved his problem, for example, by organizing his literature library with Papers, a user-friendly application that automatically renames files according to any scheme he chooses. Other tools offer similar functions, except for RefME -- a website and mobile app -- which stores only lists of references and not the PDFs themselves.

Core functions

Most of the tools help researchers to import literature from a variety of online sources. Many offer in-app searching of external databases such as PubMed and Google Scholar, as well as web-browser plugins that grab reference data (and sometimes, associated PDFs) from journal websites and other pages.
Zotero -- a free, open-source software project -- was founded ten years ago specifically to tackle the problem of extracting information from a web browser, says project director Sean Takats of George Mason University in Fairfax, Virginia. "That's the key feature of Zotero, and remains one of its strongest compared to other reference managers,” he says. RefME offers the unusual option of adding references by scanning a barcode with a smartphone camera.

One of the best-known features of reference-management software is the ability to insert in-text references in a research paper and to create bibliographies in any format. EndNote, a widely used commercial package, has offered this feature for decades, but now faces competition from many modern tools.

Many tools interface with common word-processing software (usually Microsoft Word, but sometimes OpenOffice and related freeware suites as well) so that a user typing up a research article need only select the papers that they want to mention and click a button to have codes inserted into the document to mark the in-text reference. Later, the user can create a bibliography and in-text citations according to several thousand journal styles, picking his or her choice from a pull-down list.

Most tools include built-in PDF readers for reading and annotating articles -- typically allowing users to search through comments and notes -- as well as cloud-based capabilities for syncing those comments (and the PDFs themselves) between, for example, an iPad and a desktop computer. But ReadCube and colwiz try to offer richer PDF reading experiences. In ReadCube, for instance, in-line citations and author names in PDFs are rendered as active hyperlinks to provide direct access to cited articles and publication lists. The same functionality is available when viewing and annotating PDFs on the websites of partnering publishers (including, for ReadCube, Nature and Wiley; and, for colwiz, Taylor & Francis).
Many of these tools can identify articles related to specific items in a library, or recommend articles on the basis of the library's content overall. F1000Workspace -- like ReadCube -- uses an algorithm to do this. It also taps into recommendations made by a community of 10,000 or so specialists. However, many other stand-alone software products also recommend papers (see Nature 513, 129-130; 2014).

Set to share


Many tools now allow researchers to set up group libraries or share key papers with distant collaborators, although this process is carefully managed to prevent violation of publishers' copyright. Those in public groups using Mendeley, for instance, can share only information about a paper -- the equivalent of a library-catalogue entry. Only users in private groups can share and modify PDFs (and groups must upgrade to a paid account to add more than three individuals).

Brenton Wiernik, an organizational-psychology PhD candidate at the University of Minnesota in Minneapolis, uses a shared library in Zotero for collaborative projects involving systematic reviews and meta-analyses of the literature in his field. Such efforts might involve 15-20 people, he says: some downloading articles into a shared library; others reading them; still more adding annotations and tags and logging key data.

According to Wiernik, the process is akin to using a shared Dropbox folder, with the added benefit that Zotero tracks and maintains metadata, notes and annotations. For instance, researchers can use a dedicated tag to indicate that they are processing an article, thereby signalling to collaborators that they should work on a different article to avoid duplicated effort.
F1000Workspace and colwiz both extend sharing to include features for preparing manuscripts and managing projects. With F1000Workspace, researchers can use a plugin to upload Microsoft Word manuscripts to a secure location, thereby enabling team members to comment on the shared copy -- although the text cannot be edited in the browser, says João Peres, the company's product-development manager. Peres plans to implement a 'one-click' article-submission feature that sends papers directly from F1000Workspace to journal editors, starting with the journal F1000Research. And colwiz also permits users to share documents to an online drive for team members to view and comment on.

Given the highly overlapping feature sets of these tools, a user's choice often comes down to particular individual priorities. Richard Karnesky, a materials scientist at the Sandia National Laboratories in Livermore, California, supports Zotero for its open-source ethos, for example.
Perhaps the best reason for using a reference manager is the technology's ability to provide a form of searchable memory. Imagine, says Boyd Steere, a senior research scientist at pharmaceutical firm Eli Lilly in Indianapolis, Indiana, a desk piled high with printed papers: Post-it notes hanging out, writing in the margins, doodles, notations, arrows and more. Today's PDF-filled, digital folders are in many ways no easier to navigate. With a digital reference manager, however, buried knowledge is just a keyword search away.

MU PhD entrance test centres plan boycott



Mumbai University’s PhD entrance test (PET) has landed in trouble even before the university announces the dates for the upcoming exam scheduled for November. 

Exam centres under the university claim that they have not been compensated for their work since 2013, and say that they have written to the university stating that they will not conduct the exams until all previous dues are cleared.
The PET exam is conducted at five major centres in the city – Mumbai University’s Kalina campus, Thakur college in Kandivali, Saboosiddique College, Modern College in Vashi, and Jondhale College in Dombivali.
The university charges an examination fee of Rs 1,000 from general candidates and Rs 500 from students under the SCST and OBC category to conduct the test. Around three thousand students appear for the exam every year and the university is soon going to release a notification regarding the schedule for the next exam to be held in November.
Despite funds being allocated for the purpose at the university, most colleges which helped conduct the entrance test have still not received any money to pay the test supervisors or to meet other expenses such as stationery, printing of question papers and remuneration for those correcting the answer sheets.
“The university has always turned a deaf ear to our repeated complaints over non-payment of past dues. If they do not pay us, how would we pay the teachers for all the work associated with the exams?” said the principal of one of the exam centres.
Dr Chaitali Chakraborty, principal of Thakur College, Kandivali, said, “We have not received the dues for PET and several other exams that the college conducts on behalf of the university.” Controller of examinations Deepak Vasave said the dues will reach colleges soon.

Emoji keyboard for all those too lazy for words



Emoji enthusiasts rejoice as there is finally a physical keyboard that can put all your favourite emoji at your fingertips.
The emoji keyboard has been invented by company EmojiWorks and is compatible with Mac's OS X El Capitan and Windows 10 computer operating systems, alongside Apple's iOS 9 for iPad, the Telegraph reported.
The keyboard comes in three iterations; the basic emoji keyboard, mid-range emoji keyboard plus and emoji keyboard pro for experts, availa ble for pre-ordering at $79, $89 and $99, respectively.
The plus and pro models feature skin modifier keys for changing the skin tone of a character as you can on a smartphone.
The word emoji was added to the Oxford English Dictionary in 2013, with the word coming from the Japanese words meaning picture and character.Each emoji represents an emotion, expression, state of mind, or a person, place or thing. There are now almost 1,000 to choose from.
Eight out of 10 people in the UK have used the symbols and icons to communicate, according to the Bangor University report, with 72 per cent of 18 to 25-year-olds adding that they found it easier to put their feelings across using emoji than with words.“Smiley face“ is the most popular emoji symbol, followed by “crying with laughter“ and “love heart“. “Beaming red cheeks“ and “thumbs up“ also make it into the top five.
